PRESERVATION AND REINVESTMENT INITIATIVE FOR COMMUNITY ENHANCEMENT (PRICE) 

Community Meeting – ECLT Wants Your Feedback 

Elevation Community Land Trust (ECLT) is preparing its application for HUD’s new Preservation and Reinvestment Initiative for Community Enhancement (PRICE) program. ECLT’s goals for the PRICE program are to support the Westside and Triangle Mobile Home Parks in Durango, Colorado, with the vision of redeveloping it into a Community Land Trust ownership model.  

ECLT will pursue the resident-driven redevelopment of the park as a permanently affordable, thriving community of opportunity, redeveloping the parcels in phases using modular construction to minimize disruption and assure zero displacement. The 74 existing units will be replaced by a total of 107 homes on permanent foundations; 22 will be affordable rental units, and 85 will be affordable for-sale homes. 

The PRICE grant is a federal grant opportunity supporting the replacement of units and improvement of infrastructure in mobile home parks. As a part of this effort, we will host a community meeting to gather comments and feedback. 

ECLT’s application will be published on June 22. The public comment period will run from June 22 to Sunday, July 7, 2024. Public comments may be submitted in person, by mail, or electronically.

The community meeting will include opportunities to ask questions and provide feedback about the activities ECLT proposes to undertake.

What is PRICE? 

HUD has issued a Notice of Funding Opportunity (NOFO) offering $235 million in competitive grant funding for the preservation and revitalization of manufactured housing and eligible manufactured housing communities. PRICE supports communities in their efforts to maintain, protect, and stabilize manufactured housing and manufactured housing communities (MHCs). 

Of the $235 million available in PRICE funding, $210 million is reserved for the main PRICE competition (PRICE Main), of which $11 million is intended for Tribal Applicants (with $1 million reserved for Tribal Applicants), and $25 million is reserved for a pilot program (PRICE Replacement Pilot) to assist in the redevelopment of manufactured housing communities as replacement housing that is affordable.

How does ECLT plan to use PRICE? 

ECLT is applying for the PRICE Replacement Pilot funds to support the redevelopment of the Westside Mobile Home Park into a Community Land Trust ownership model. This will include stabilizing the park, investing in immediate health and safety upgrades, and working alongside residents to plan a reimagined community. The redevelopment will ensure zero displacement by using modular construction in phases and will replace the 74 existing units with a total of 107 homes on permanent foundations, including 22 affordable rental units and 85 affordable for-sale homes.
