Yvonne Duvall is an accomplished housing professional who has recently accepted the position of Chief Program Officer (CPO) at Elevation Community Land Trust (ECLT) in Denver, Colorado. With a robust background in managing, planning, evaluating, developing, and administering housing initiatives, she aligns her efforts with organizational goals to drive impactful results.

Her career spans nearly two decades, dedicated to HUD funding and affordable housing programs. She has successfully written and administered over $50 million in grant awards. Her leadership and strategic planning skills have driven program success, particularly in community-benefitting real estate development and housing initiatives such as housing rehabilitation, rental utility mortgage assistance, aging in place, and matched savings programs.

During her decade-long tenure at Brothers Redevelopment, Inc., she held key roles including Director of Operations and Senior Compliance and Evaluation Manager. She spearheaded initiatives that increased grant revenue and supported regional expansion efforts. She contributed to affordable and LIHTC housing projects, including the Paris Family Apartments, Valor on the Fax PSH for individuals with acquired brain injuries, and the incubation of the GES Community Land Trust.

As the Community Planning and Development Administrator for Arapahoe County Government, she administered housing, public facility, infrastructure, and public service projects, ensuring compliance with CDBG, HOME, NSP and federal regulations. In her role as Director of Affordable Housing for Opportunity In Living, she grew and managed a HUD REO housing program, acquiring, renovating, and selling over 150 homes to low and moderate-income homebuyers.

Yvonne holds a Bachelor of Arts in Behavioral Science from Metropolitan State College of Denver and a Master of Professional Studies in Organizational Leadership from The University of Denver. She is certified as a Housing Development Finance Professional and has certifications in Data Analytics and Project Management.

A dedicated professional passionate about helping others, she is a Colorado native, married with four children. She is a certified yogi and enjoys traveling worldwide. Her three-year stay on the coast of Kenya has enriched her perspective and dedication to her work.
